The forum brought together over 31 investors, project developers, and climate finance experts from 21 organizations to explore opportunities for developing carbon projects, mobilizing carbon finance, and scaling Bhutan’s climate ambition.

The Bhutan Climate Fund (BCF) is an innovative financing mechanism designed to channel carbon finance into high-integrity climate projects in Bhutan. It serves as an intermediary for carbon transactions, aggregating financial resources and carbon credits to establish a structured and transparent carbon market. With Bhutan’s transition from a Least Developed Country (LDC) and the decline in traditional donor finance, the BCF ensures sustained environmental commitments while promoting economic resilience. The fund aims to mobilize $50 million in its first year, attracting public and private investors to position Bhutan as a model for climate finance innovation.

Highlighting Bhutan’s leadership in climate action, Hon’ble Lyonpo Gem Tshering stated: “Bhutan aims to demonstrate that carbon markets can be a powerful tool for both climate action and sustainable development. The success of the Bhutan Climate Fund depends on collaboration, and we invite partners to join us in shaping this initiative for lasting impact.”

The forum provided market insights and feedback on structuring carbon projects and financing a portfolio of eligible mitigation projects. It also reaffirmed the oversight and promotional roles of the Carbon Market Policy of Bhutan. The Ministry will review and restructure the BCF based on feedback received from potential investors. There was strong interest from participants to continue the engagement and support the restructuring of the Fund.

For further inquiries, please contact:

Chimi Dorji

Environment Officer

Department of Environment and Climate Change, MoENR

chimidorji@moenr.gov.bt

Singapore | February 28, 2025 Following the signing of the Singapore-Bhutan Implementation Agreement for carbon collaboration, the Bhutan Climate Fund (BCF) Roundtable Forum was convened today in Singapore by the Ministry of Energy and Natural Resources in partnership with the Government of Singapore and the World Bank.
