{"id":15238,"date":"2025-09-16T18:30:52","date_gmt":"2025-09-16T12:00:52","guid":{"rendered":"https:\/\/www.moenr.gov.bt\/?p=15238"},"modified":"2025-09-16T18:30:52","modified_gmt":"2025-09-16T12:00:52","slug":"launch-of-country-partnership-strategy-cps-and-national-solar-energy-roadmap-nser-2025-40","status":"publish","type":"post","link":"https:\/\/www.moenr.gov.bt\/?p=15238","title":{"rendered":"Launch of Country Partnership Strategy (CPS) and National Solar Energy Roadmap (NSER) 2025-40"},"content":{"rendered":"\r\n<p>The Ministry of Energy and Natural Resources, in collaboration with the International Solar Alliance (ISA), today launched the Country Partnership Strategy (CPS) 2025\u201329 and the National Solar Energy Roadmap (NSER) 2025\u201340 in Thimphu.<br \/><br \/>The five-year CPS provides a comprehensive, action-oriented, and results-driven framework that aligns with ISA\u2019s renewed vision and supports the Royal Government of Bhutan\u2019s (RGoB) ambition to add 5,000 MW of solar capacity by 2040. The strategy outlines activities under four strategic priorities:<br \/><br \/>1. Scaling up solar deployment for energy security.<br \/>2. Enabling policy and regulatory readiness.<br \/>3. Building institutional capacity through training and development.<br \/>4. Mobilizing financing for solar energy projects.<br \/><br \/>Complementing the CPS, the NSER sets out a clear pathway to achieve Bhutan\u2019s national solar energy targets. Developed with ISA\u2019s support, the roadmap identifies potential solar sites nationwide and proposes short-, medium-, and long-term development approaches. It highlights opportunities across diverse applications including utility-scale solar, rooftop solar, hybrid systems, Agri-PV, battery energy storage systems (BESS), solar pumps, and solar thermal technologies.<br \/><br \/>The NSER also provides recommendations on technology options, investment needs, financing strategies, and levelized cost of energy (LCoE) assessments.
