On 31 July 2026, the Royal Government of Bhutan launched the Bhutan Climate Adaptation Investment Plan for the Water Sector (CAIP)<\/strong>, a strategic programmatic investment for translating the country\u2019s climate adaptation priorities into coordinated, actionable, coherent, investment-ready, and forward-looking programmatic interventions, providing a robust evidence base for prioritising adaptation investments that are both urgent and transformative <\/strong>over the medium to long-term<\/strong>.<\/p>\n

Bhutan\u2019s CAIP was jointly launched by the Ministry of Energy and Natural Resources (MoENR) and the Ministry of Finance, reflecting the Government\u2019s commitment to building the climate resilience of our water and water-related sectors in a holistic and integrated manner.<\/p>\n

Developed through a Whole-of-Government<\/strong> process led by the Department of Water under the MoENR in collaborative partnership with the 13 agencies through the Inter-Agency Working Group, the Plan marks an important step in Bhutan’s efforts to strengthen climate resilience and mobilise investment in the country’s water sector. \u00a0This strong alignment strengthens our confidence that the Plan can be effectively absorbed into national planning and budgeting processes, public investment and resource mobilisation.<\/p>\n

For the development, the CAIP followed a five-step approach: (1) analysing the country context and planning and financing frameworks; (2) assessing climate risks and developing a strategic climate diagnostic; (3) sequencing and prioritising adaptation investment packages; (4) assessing their economic and financial viability; and (5) identifying suitable financing sources and instruments.<\/p>\n

Rather than a mere list of projects, the CAIP marks a shift from project-based interventions towards a platform for coordinated strategic investment and implementation through 11 strategic investment packages, requiring around USD 847 million for the next 15-20 years. The packages provide the basis for developing detailed programmes that meet the technical, environmental, social and financial requirements of major climate funds and development partners.<\/p>\n

The packages address a broad range of priorities categorised into integrated water resources management; adaptation policy; research; flood risk management; urban stormwater management and green infrastructure; disaster risk management; climate services and early warning services; climate-resilient water supply systems; watershed management, agriculture; and hydropower development. The CAIP also identifies key enabling conditions needed to support effective adaptation delivery.<\/p>\n

Developed with support from ADB, the CAIP aligns with Bhutan’s National Adaptation Plan (2023), updated Nationally Determined Contribution 2025, and the 13th <\/sup>Five-year Plan and beyond, and complements national efforts to strengthen resource mobilisation and sustainable financing.<\/p>\n

The RGoB acknowledges the technical assistance provided by the Asian Development Bank for the development of Bhutan\u2019s CAIP and extends its thanks to all national stakeholders who contributed their expertise and insights in making this Plan possible.<\/p>\n
