Ensure safe, affordable, accessible and sustainable water resources through adaptive, integrated and enhanced management to achieve environmental, social and economic security for national wellbeing and natural ecosystem integrity.
- Foster good governance through inclusive policy, institutional strengthening and securing adequate finance in achieving the social, economic and environmental objectives.
- Enable water resource optimization and value creation through circular economy.
- Promote and institute innovative financing mechanisms for sustainable water resources management.
- Develop national human resource capacity to transform the sector to water 4.0 standards.
- Generate knowledge, maintain national data repositories, and disseminate information on water security
- Promote collaboration, partnership and networking on water resources management
- Develop policy, plan, guidelines and standards to ensure integrated water resources management.
- Adopt and mainstream water policies and strategies into national and sectoral policies, plans and programs to deliver the sustainable development goals (SDGs).
- Develop and intermittently update National Integrated Water Resources Management Plan and update Bhutan Water Security Index report.
- Coordinate and facilitate effective water resources management.
- Provide regulatory role on water resource management and related activities.
- Ensure overall compliance on the state of water resources (quality and quantity of water) and its utilization to meet the sustainable goals.
- Explore avenues to capitalize water resources for revenue generation other than hydropower.
- Assess the risks, trends and impacts of climate change and other anthropogenic activities on water resources.
- Coordinate, develop and promote environmentally sound technologies for sustainable water management.
- Facilitate networking, collaboration and partnership, access to knowledge and good practices, and advocacy, communication and dissemination of the information.
- Coordinate and collaborate with ministries and agencies on implementation of water related activities.
- Facilitate innovative approaches and research for protection, conservation and management of water resources
- Facilitate & promote payment for Ecosystem Services and other innovative financing mechanisms for sustainable use of water resources.
- Enable resources optimization and value creation in water services through circular economy principles.
- Review and recommend ratification of bilateral and multilateral water related instruments to the Parliament.
- Recommend the declaration of critical watersheds and significant wetlands of international importance to the Parliament.
- Recommend to the Ministry for declaration of significant wetlands of national importance and declaration or withdrawal of Water Management Area.
