Design, Build, Engineering, Procurement and Construction (EPC) of the 1 MW National Green Hydrogen Pilot Project at Jamji, Thimphu
The Department of Energy, Ministry of Energy and Natural Resources (MoENR), Royal Government of Bhutan, invites sealed bids from eligible national and international firms for the Design, Build, Engineering, Procurement and Construction (EPC) of the 1 MW National Green Hydrogen Pilot Project at Jamji, Thimphu.
The project is being implemented under the Government of India Project Tied Assistance Programme and represents one of the first green hydrogen demonstration projects in Bhutan. The initiative aims to establish a pilot-scale green hydrogen production facility powered by renewable energy, serving as a strategic step towards exploring the role of green hydrogen in Bhutan’s clean energy transition, energy security, industrial decarbonization, and future low-carbon economic development.
The bidding process shall be carried out through an offline procurement process in accordance with the approval conveyed by the Ministry vide Letter No. 17E/DoE/HE/2025-26 dated 4 November 2025, and shall follow the Design and Build Modality under the provisions of the Procurement Rules and Regulations (PRR), 2025.
Interested bidders may obtain the complete bidding documents, including the Standard Bidding Document (SBD), Employer’s Requirements, technical specifications, and site details in the MoENR’s website.
Eligible bidders are invited to submit sealed bids in accordance with the instructions provided in the bidding documents. The detailed schedule for bid submission, bid opening, pre-bid meeting, and other key milestones shall be specified in the bidding documents.
