Bhutan Hosts 15th Article 6.4 Supervisory Body Mechanism Meeting, Advancing Global Carbon Market Implementation

The Department of Environment and Climate Change, Ministry of Energy and Natural Resources is honored to host the 15th Article 6.4 Supervisory Body (A6.4 SBM) Meeting, marking a significant milestone in the implementation of the Paris Agreement Crediting Mechanism (PACM). This meeting follows the landmark finalization of Article 6 implementing rules at COP29 in Baku, Azerbaijan, in November 2024, concluding nearly a decade of negotiations.
The meeting brings together 24 A6.4 SBM members (with six members joining online), UNFCCC officials, and key stakeholders to advance the next phase of global carbon market implementation. The Hon’ble Lyonpo of the Ministry of Foreign Affairs and External Trade graced the opening session alongside dignitaries from the Ministry of Energy and Natural Resources and other key government representatives.
The A6.4 Supervisory Body is the highest decision-making authority responsible for overseeing the implementation of the global carbon market under the Paris Agreement. Its primary mandate is to uphold environmental integrity, transparency, and alignment with the Sustainable Development Goals (SDGs). The A6.4 SB is responsible for approving Article 6.4 projects, methodologies, and Applicant Entities, as well as overseeing the transition of Clean Development Mechanism (CDM) activities and ensuring the effective implementation of the Paris Agreement Crediting Mechanism (PACM).
