Strengthening Community Water Management and Governance in Bhutan 💧💧💧

From March 24 to April 1, 2025, the Department of Water, Ministry of Energy and Natural Resources conducted a Sensitization and Training of Trainers (ToT) Workshop on the Guideline for the Formation and Registration of Water User Associations (WUA) in Bhutan. The workshop also included sensitization on the draft Water Tariff Guideline and stocktaking of water management practices and issues in Tsirang, Punakha and Paro Dzongkhags.


The workshop was attended by local government (LG) officials, including Gups, Mangmis, Gewog Administrative Officers, Dzongkhag Agriculture Officers, Agriculture Extension Officers and Water Supply Focal Engineers from Tsirang Dzongkhag Administration, Punakha Dzongkhag Administration, Paro Dzongkhag Administration.


The key objectives were to:
✅ Sensitize and train LG officials on the WUA Guideline and Its forms
✅ Sensitize on the draft Water Tariff Guideline
✅ Stocktake of the current water management practices and issues


A total of 90 local government officials (23 female, 67 male) participated, strengthening their capacity to support community-led water management and governance.


This initiative is part of the Department of Water’s Annual Work Plan (FY 2024-2025) under the Advancing Climate Resilience of the Water Sector in Bhutan (ACREWAS) Project and the Adaptation to Climate-Induced Water Stresses Through Integrated Landscape Management in Bhutan (AF) Project.
