Agreement for Operationalization of STAR-C Signed at CST, RUB, Phuentsholing

CST, Phuentsholing | 18 September 2025 – An Agreement for the operationalization of the Solar Technology Application Resource Centre (STAR-C) established under the aegis of International Solar Alliance (ISA) in FY 2024-25 was signed between the ISA and the College of Science and Technology (CST), Royal University of Bhutan (RUB) in the presence of the Hon’ble Secretary, Ministry of Energy and Natural Resources (MoENR) on September 18, 2025. Mr. Ashish Khanna, Director General of ISA and Dr. Cheki Dorji, President of CST signed the Operational Agreement.

Through this agreement, ISA will provide USD 67,900 to CST as operational fund for FY 2025–26 to support the STAR-C’s operational requirements, including programme support costs.

Discussions were held between MoENR, CST, and ISA on the critical way forward for STAR-C in enabling solar technology adoptions in the country. The immediate focus will be on developing Training of Trainers (ToT) programmes and advancing work on adoption of Standards & Testing for solar panels, inverters, balance of systems, and batteries.
