The Department of Environment and Climate Change (DECC), Ministry of Energy and Natural Resources (MoENR), Royal Government of Bhutan hosted the inaugural Bhutan Climate Investment Forum (BCIF 1.0) on 29 July 2026 in Thimphu under the theme “Positioning Bhutan as a High-Integrity Leader in Carbon Markets and Climate Finance.”
The Forum brought together senior government officials, development partners, investors, project developers, financial institutions, carbon market experts, academia, civil society organizations and private sector representatives from Bhutan and abroad. It served as a platform to strengthen partnerships, showcase Bhutan’s climate investment opportunities, and promote high-integrity carbon markets under Article 6 of the Paris Agreement.
The Director of DECC highlighted Bhutan’s significant progress made in establishing the institutional, legal and technical foundations necessary for implementation of Article 6, reaffirming the country’s commitment to environmental integrity, transparency and credibility in carbon market participation.
The Hon’ble Secretary of the Ministry of Energy and Natural Resources during his address to the Forum emphasized that Bhutan’s constitutional commitment to environmental conservation, carbon-negative status and strong governance framework position the country as a trusted destination for climate investment. He called for stronger partnerships to mobilize climate and carbon finance in support of Bhutan’s sustainable development priorities.
The Forum featured high-level panel discussions and technical presentations on global developments in carbon markets, Sensitization of Bhutan’s Carbon Market Framework 2025, project authorization process, mitigation project pipeline, climate finance, and innovative financing mechanisms. Discussions highlighted the importance of transparent governance, robust registry systems, blended finance and strong public-private partnerships to unlock investment.
Government agencies showcased investment opportunities particularly on renewable energy & forestry. The Department of Forests and Park Services (DoFPS) presented progress on Bhutan’s ART-TREES High Forest Low Deforestation (HFLD) work, while the Department of Energy (DoE) highlighted opportunities under the Renewable Energy Development Roadmap. Private sector developers and international investors also shared experiences and perspectives on developing high-integrity carbon projects in Bhutan.
BCIF platform is initiated to strengthen partnerships, promote knowledge exchange and mobilize climate investment in Bhutan.
