Lyonpo Sonam Tashi, Chairman of PHPA-I and PHPA-II, met with the project management and senior officials of the Punatsangchhu Hydropower Projects at Bjimithangkha, Wangdue Phodrang on September 14, 2026. The visit formed part of Lyonpo’s orientation to gain a first-hand understanding of the projects’ operations, current status, key issues and challenges, and the support required from the Ministry.
During the meeting, the management of PHPA-I presented an update on the project, including its progress, geological challenges and the way forward. Lyonpo underscored the national importance of the project and noted that its completion has been delayed for several years due to unforeseen geological conditions and other challenges. With dam works having recommenced in April 2026 and several longstanding issues approaching resolution, Lyonpo emphasized the need for the project management to maintain strong momentum and expedite the remaining works to ensure timely completion, while maintaining the required standards of quality and safety.
With regard to PHPA-II, Lyonpo emphasized the need to focus on efficient and reliable power generation, resolution of remaining issues and timely closure of outstanding contracts, given that the project is substantially complete. Following the full commissioning of all six units, the project has achieved 99.98 percent physical progress as of September 14, 2026.
Lyonpo also emphasized that challenges confronting the projects should be addressed with appropriate and practical solutions, noting that technical issues require technical solutions and administrative matters require administration action. He encouraged the management teams to take ownership of remaining challenges and work proactively towards their resolution.
Following the presentations, Lyonpo visited the PHPA-I dam pit to observe firsthand the ongoing works, construction methodology and quality of construction. He was also briefed in detail on the project’s geological challenges, the proposed way forward on pending issues, the construction timeline for the individual dam blocks and mitigation measures planned for the right bank stabilization of the dam.
Lyonpo reaffirmed the Ministry’s full support to both projects and expressed his commitment to maintaining close engagement with the project management. He also conveyed his intention to regularly visit the project sites to take stock of progress, understand emerging challenges and work closely with the teams to facilitate timely solutions and successful completion of the projects.
